If you want to see what modern societal collapse looks like look no further than California.

Ignore the politics since that’s not the issue. Imagine an EMP that knocks out the grid which stops the flow of water in water systems. Then imagine fires breaking out. Even assuming fire engines and bulldozers worked (which they wouldn’t) the resulting situation would look something like this.

People fleeing, abandoning cars and homes and no water to fight the fire as the fire spread wherever the wind (and fuel supply) takes them.
